This is second round litigation initiated by the petitioners who have already raised these issues earlier in C.W.J.C.No.396 of 2013 and Civil Review No.393 of 2013 which orders are present at Annexures -1 to 3 to the writ petition. The position is not disputed rather accepted in the writ petition. In that view of the matter, the writ petition is held not maintainable and is disposed of accordingly.
