In this case the grievance of the petitioners is that they have not been promoted because of the pendency of the departmental proceeding.

Learned counsel for the parties are not in a position to say as to whether departmental proceeding has been concluded or not.

In view of the above, the petitioners are given liberty to file a fresh representation before the Additional Chief Secretary, Education Department, Government of Bihar, Patna for redressal of their grievances. If such a representation is filed,
