The Court is not willing to investigate the reasons or find the fault for not authorizing commutation of the petitioner. But since the petitioner has retired on 30.6.2012, let the petitioner initiate a fresh process through the office of the Consolidation Officer for which even a medial will be required to be held and forward the same to the office of the Accountant General.
