Learned counsel for the petitioner submits that the petitioner was visited with a major penalty, the effect of which, according to the petitioner, lapsed in September, 2009. It is further submitted that the petitioner was proceeded against by the department again in 2010 which ended in his exoneration. The petitioner, thus, submits that he was entitled to be considered for promotion from the post of Sub Inspector after the effect of earlier punishment lapsed on 30.09.2009. The consideration, claimed by the petitioner, if admissible, is to be decided by the authorities. The petitioner,

With liberty, this writ petition is disposed of. If the representation is filed within four weeks from today, Respondent No 2 should consider it by a reasoned and speaking order in accordance with law, within a period of three months thereafter.
