Learned counsel for the petitioners submits that the present application may be disposed of with a liberty to the petitioner to appear before respondent no. 4 (Circler Officer, Kalyanpur, Samastipur), who had issued a notice dated 27.01.2021 and file all the relevant documents with respect to
