Grievance of the petitioners is that despite the direction issued by the Division Bench, no final decision has been taken by the respondent executive authority, who is said to be the District Education Officer, Vaishali.

2. Since a limitation has been expressed and opined by the Division Bench in the previous order of the writ application of the petitioners, this Court will be bound by such an observation. Therefore, the only thing this Court observes is that the concerned authority will take a final decision on the prayer of the petitioner.

3. Early decision is expected from the said authority in view of the fact that the direction of the Division Bench was issued way back in March, 2014 and almost a year has gone past.
