After the Rule was formulated in 2006, the Rules and the mode of appointment to various posts have undergone changes with the Statutory Rules being framed in 2008, 2012 and further in 2014. Once the Rule has undergone three changes, as are indicated hereinabove, now we are not inclined to go into the question of challenge to the Rule of the year 2006 which is no
