JUSTICE MOHIT KUMAR SHAH ORAL ORDER 13-09-2018 Admittedly, there is no provision for transfer of P.D.S. licence from one family member to another, which is apparent from a bare perusal of the concerned Act and Regulations, specially the provision contained in the Essential Commodities Act and the Bihar Targeted P.D.S. (Control), Rules, 2016. In such view of the matter, no relief can be granted to the petitioner.
