During course of purchase of installation of solar light, irregularities were committed and the same was traced out during course of PIL (CWJC NO. 21443/2012) and as directed, the matter was inquired into whereupon the instant case has been registered after lapse of so many years without specifying individual activity. So far Banni Panchayat is concerned, Mukhiya and two Panchayat Secretaries including the petitioner have been made accused. At an earlier occasion, Cr. Misc. No. 6282/2015 was filed on behalf of three accused out of whom two were granted anticipatory bail vide order dated 26.02.2015 while petitioner's prayer was refused as he had concealed his criminal antecedents being an accused in other cases also of similar nature.

No.27414 of 2016 (2) dt.12-07-2016 Be that as it may, considering the period of detention since 01/06/2016 coupled with nature of allegation, petitioner, Lalan Ram (panchayat Secretary) @ Lallan Ram is directed to be released on bail on furnishing bail bond of Rs.10,000/- with two sureties of the like amount each to the satisfaction of Chief Judicial Magistrate, Buxar in connection with Dhansoi PS Case No. 119 of 2014.
