The petitioner seeks pre-arrest bail in connection with Kursaila P.S. Case No. 195 of 2017 registered under Sections 406, 379, 420, 448, 420A and 504 of the Indian Penal Code.

Regard being had to the undue delay of over four months in institution of a complaint which was referred to the police for institution of first information report in exercise of power under Section 156(3) of the Code of Criminal Procedure, in the event of arrest or surrender in the court below within six
