2. Mr. Aditya Narayan Singh, learned counsel for the petitioner submits that judgment in LPA No. 11 of 2014 dated 27.1.2016 is settler on the point and as such the present writ petition may be disposed of in terms of the aforesaid judgment.

In view of the above, the writ petition is disposed of with a direction to the respondents to consider the case of the petitioner in the light of the decision rendered in LPA No. 11 of 2014 dated 27.1.2016 and pass appropriate order with regard to the entitlement of the petitioner on the strength of the degree of
