At the outset, the learned counsel for the petitioner seeks liberty on behalf of the petitioner to file appropriate petition before the Deputy Development Commissioner-cum-Chief Executive Officer, District Board (Zila Parishad), Sitamarhi, for redressal of his aforesaid grievances. Liberty, so sought, is granted.

It is needless to state that in case, appropriate petition is filed before the Deputy Development Commissioner-cum-Chief Executive Officer, District Board (Zila Parishad), Sitamarhi, within a period of three weeks from today, the Deputy Development Commissioner-cum-Chief Executive Officer, District Board (Zila Parishad), Sitamarhi, shall consider the same, in accordance with law and pass a reasoned and a speaking order, within a period of six weeks, thereafter.
