No one appears for the Union of India and the Director, Indian Council of Agriculture Research (hereinafter referred to as "the ICAR").

By filing this writ application, the petitioner is seeking a writ in the nature of Writ of Mandamus commanding Respondent Nos. 2 and 4 to consider the representation of the petitioner to pay his admitted dues which is pending since long.

Learned counsel for the petitioner has taken this Court through a letter bearing no. RCM/2020-21/10/ dated 14.10.2020 (Annexure '1' to the writ application) whereby and whereunder the P.S. and I/C Head, RCM, Darbhanga has requested the Director, ICAR, RCER, Patna to grant financial approval and sanction for

Patna High Court CWJC No.6304 of 2023(2) dt.08-05-2023 2/2 release of the payment of Rs. 1,97,768/- only and further it was also recommended to be paid Rs.1,99,420/- by the In-charge, Head, RCM, Darbhanga vide letter dated 09.12.2021 (Annexure '2'). Learned counsel for the petitioner submits that the Director, ICAR RCER, Patna has not granted financial approval pursuant to Annexures '1' and '2' because of which the petitioner is deprived of getting his outstanding payment for the work already executed by him.

In the aforesaid view of the matter, this Court directs the Director, ICAR (Eastern Region) (Respondent No. 2) to look into the grievance of the petitioner and take an appropriate decision to redress his grievance. If the request for financial approval as contained in Annexures '1' and '2' has remained pending for about one and half year, it must be a matter of concern because this Court understands that a responsible officer such as Respondent no. 2 must attend such requests of its office within a reasonable period. Let the decision be taken within a period of 30 days from the date of receipt/production of a copy of this order. This writ application stands disposed of accordingly.
