Learned counsel for the petitioner is directed to file appeal before the State Appellate Authority within three weeks and the District Appellate Authority is directed to pass the reasoned and speaking order, after hearing the parties. The District Appellate Authority is also directed to consider the delay in filing the case sympathetically because the C.W.J.C. or writ case is pending in this High Court since 2021.
