The petitioner, claiming to be a public representative, has filed the present writ petition assailing the validity and correctness of the order dated 06.06.1995 passed in Land Settlement Case No. 06 of 1993-94 in favour of the private respondent no.7.

The present writ petition is liable to be dismissed on two counts; firstly, the writ petitioner does not claim any legal right over the lands in question settled in favour of the private respondent no.7, and secondly, the writ petition suffers from delay and laches, as the settlement in question in favour of the respondent no.7 was made way back in the year 1995 and the present writ petition has been filed in the year 2013 i.e. after delay of more than 18 years.
