Learned counsel for the petitioner submits that the petitioner's claim for grant of Graduate Trained Scale is pending before the District Programme Officer (Establishment), Darbhanga. It is submitted that the regional Deputy Director Education has also directed the District Programme Officer vide order dated 13.06.2013, as contained in Annexure-6/1 to the writ petition, to take a final decision. Since the decision has yet to be taken by the District Programme Officer (Establishment) in terms of the order passed by the regional Deputy Director

Petitioner's counsel is not in a position to inform the Court whether any decision has been taken till date.
