2. In the instant petition, the petitioner has prayed for the following reliefs:

That this is an application for issuance of an appropriate writs, orders, directions for quashing the select List of 1681 Candidates which has been prepared for appointment on the post of clerk in the sub ordinate courts of Bihar daed 26.09.2018 as the said select list has not been prepared in accordance with Bihar Civil Court Staffs (Class III and IV) Rules 2009 (herein after called as Rule 2009) and further the selection process is also not in conformity with the

Patna High Court CWJC No.5871 of 2020 dt.13-12-2021 2/2 Bihar Civil Court Officers and staffs (Recruitment Promotion, Transfer and other service condition Rules 2017 (here in after called as Rule 2017) and further for a direction to the respondent authorities to consider petitioner also for appointment for any other relief(s) for which the petitioner may be found entitled in the facts and circumstances of the present case."

Undisputedly petitioner has questioned the validity of select list of 2018 of all the candidates for appointment on the post of Clerk in Sub-ordinate Courts of Bihar dated 26.09.2018 without impleadment of such of those persons, whose names are reflected in the select list. They are necessary and proper parties for the purpose of interference with the select list dated 26.09.2018.

4. For Non-joinder of necessary and proper parties, the petition stands dismissed.
