In view of the judgment of the Hon'ble Apex Court in the case of L.Chandra Kumar V. Union of India [AIR 1997 SC 1125] particularly paragraphs 93 and 94, this Court is of the considered opinion that the present writ petition is not maintainable before this Court at this stage. Consequently, the writ petition stands dismissed as not maintainable.

However, the petitioner shall be at liberty to approach the appropriate tribunal for redressal of his valid grievances in terms of Section 14 of the Administrative Tribunal Act, 1985. If any such original application is filed on behalf of the petitioner under the provisions of the aforesaid 1985 Act, then the same shall be considered and decided in accordance with law without being prejudiced by the present order.
