3. Learned counsel for State submits that the writ petition is incompetent as the person who has been finally appointed has not been made a party and further the respondent

Patna High Court CWJC No.19037 of 2014(2) dt.02-12-2022 2/2 no. 8 whose appointment has been challenged has not been appointed.

4. The Court finds substance in the contention of learned State counsel.
