While this Court is not inclined to interfere with the impugned decision dated 13.3.2005 on account of gross delay of nearly ten years, nothing said in this order will come in the way of the petitioner to satisfy the respondents that the deduction of such amount of Rs.1,24,286/- was inadmissible and impermissible either on fact or in law.

With the aforementioned observation, this application is disposed of.
