JUSTICE RAVI RANJAN ORAL JUDGMENT Date: 13-08-2015 Petitioner claims that though he has made an application on 24.09.2007 itself for grant of N.P. Bore Rifle but no decision has been taken by the licensing authority in this regard though more than seven years have elapsed.

Though this application was filed on 02.02.2015 and copy of the same having been served on 27.01.2015 no counter affidavit has been filed on behalf of the District Magistrate who happens to be the licensing authority. It is contended on behalf of the State that a counter affidavit has already been filed on behalf of the Superintendent of Police, Saharsa stating that necessary report has already been sent from the side of respondent no.4 which has been

Patna High Court CWJC No.2121 of 2015 dt.13-08-2015 2 / 2 stated in paragraph no.5 of the application by the writ petitioner himself. Thereafter, the District Magistrate is the authority to take a decision in the matter.
