JUSTICE AJAY KUMAR TRIPATHI ORAL JUDGMENT Date: 01-09-2016 Counsel for the petitioner submits that petitioner, who is a retiree of 31.3.1996, is entitled to time bound promotion. This is a misplaced kind of expectation to have keeping in mind the time frame when the petitioner superannuated as also the fact that the scheme of time bound promotion came to an end in the last century itself before the date of retirement of the petitioner. Counsel for the State further submits that the petitioner had got two substantive promotions after his initial appointment as an Overseer on 1.9.1959. If that be so, then he cannot beget the advantage of stagnation scheme i.e. time bound promotion now.

Writ stands dismissed in view of the above.
