JUSTICE JYOTI SARAN ORAL JUDGMENT 27-09-2016 Heard learned counsel for the parties and considering that a punishment order dated 31.12.2007 is sought to be questioned after more than three years without even exhausting the statutory remedy of appeal, I am not persuaded to grant indulgence to the issues raised. The petitioner has approached this Court rather belatedly and the writ petition is suffering from vice of gross laches and delay. A writ remedy is available for litigants who are vigilant for their cause and not for those who sleep over their rights for such long period.
