Having regard to the fact that the work in question for which the petitioner wants his technical bid to be considered relates to a notice inviting tender dated 10.12.2008, this writ application by efflux of time must be deemed to have become infructuous because the tender of 2008 in either case cannot remain pending. In other words the work must have been allotted to someone and if not allotted that tender notice cannot be acted upon.

In that view of the matter, this writ application has become infructuous and is accordingly dismissed.
