Although from 23.08.1984 onwards, he has not been employed. The writ petition has been filed in 2015 after a long delay which remains unexplained. Nearly filing of a writ petition cannot cover the long delay of almost 31 years. Writ petition suffers from gross latches and delay. Accordingly, it is dismissed.
