Let the impugned notice be not given effect for further four weeks. In the meantime, the petitioner would be at liberty to approach the concerned competent forum itself for grant of interim relief. While considering such prayer made by the petitioner, such competent forum would be required to take a decision without being prejudiced by any observation or interim relief granted in
