Learned counsel for the petitioner submits that dues of the petitioner is not being paid to the petitioner who is the brother of the deceased employee.

Learned counsel for the State has submitted that for the payment of the dues to the brother, a Succession Certificate is required and the same is not being produced by the petitioner. The State will release the payment in favour of anyone who is granted Succession Certificate in accordance
