Having regard to the fact, this Court is not inclined to interfere with the memo of charge dated 12.03.2012 assailed in this writ application filed on 18.09.2015, Mr. Bindhyachal Singh, learned counsel appearing on behalf of the petitioner, seeks disposal of this writ application by giving the petitioner liberty to raise the issue with regard to the delay in initiation of departmental proceeding before the competent authority.

3. This writ application is, accordingly, disposed of with liberty to the petitioner to raise all the issues that he may like but he must participate in the departmental proceeding and departmental proceeding, against the petitioner, also must be brought to its logical conclusion within a maximum period of nine months from the date of receipt of a copy of this order by the concerned respondents.
