He was an applicant for the post of Gramin Dak Seva.

His grievance, as before the Tribunal and as before this Court, is that without completing the procedure of selection, letters were being sent out by the Postal Department to the candidates.

3 The stand of the Postal department was that these are appointments under Gramin Dak Seva Scheme who are extra departmental personnel. There are only two criteria for selection (i) academic merit and (ii) availability of residential accommodation in the locality. Their further stand is that petitioner academically is much below the persons whom letters have been issued for verification of documents. One of the allegations of petitioners being that the other applicants were using forged academic certificates is denied by the Postal Department. It is said that before considering the matter any further, first document verification is done. It is only when documents are found to be authentic that further steps are taken. Petitioner, being very much below in the merit, has not been called and he can make no grievance in that regard especially when the post is singular post.
