2. Learned Counsel for the petitioner submits that he has filed representation in the year 2019 onward but no decision has taken place on his representation. He submits that he became entitled by virtue of the resolution of 2024, which is

3. Learned Counsel for the State submits that the writ of mandamus has been requested to be issued in the year 2025 on the basis of Circular of 2024. Counsel is relying on the representation of 2019 and 2022.

4. In the light of the submissions made, it transpires to this Court that the present writ petition has been filed without representation as the basis of his relief is the letters of 2024. In this background, the petitioner seeks permission to withdraw the writ petition to file representation.

5. In this background, this writ petition is disposed of with the aforesaid liberty.
