In my view, however, it does not appear whether the petitioner has filed any application for mutation, as contemplated under the Bihar Land Mutation Act, 2011, read with the Bihar Land Mutation Rules, 2012 (in short 'the Rules'). Chapter-II of the Rules prescribed the manner of filing of a
