JUSTICE AJAY KUMAR TRIPATHI ORAL ORDER 18-08-2015 Annexure-7 dated 06.02.2013, is quashed. The Deputy Registrar, Patna University is present in person. He has failed to satisfy the Court as to why the candidate, like the petitioner, will not be given advantage of the time period between July, 2006 to February, 2007 because there has been inordinate delay on the part of Post Graduate Research Council to take a decision permitting registration of the petitioner as a Ph. D. candidate.

The respondents therefore are directed to consider this period as well for grant of benefit of extension. A fresh order will be passed within a period of two weeks from today.
