The petitioner was the Assistant Nazir of Thakurganj Block. As appears from the FIR filed by the informant who happened to the Minority Welfare Officer that the petitioner without following the Rules picked up the agents or contractors and advanced huge sums of money to them in connection with construction of a huge number of Aangan Bari Kendra in the district of Kishanganj. The FIR has detailed scheme-wise, the number of Aanganbaries which were to be built and the allegations which have been made for construction of the same and on perusal of the same what appears is that the total number of such schemes was 191 for which a single agent, namely, Pramod Kumar Das was appointed by this petitioner and advances were

There is direct allegation of misappropriation and defalcation against the petitioner, considering which, his prayer for anticipatory bail is dismissed in connection with Special Vigilance Case No.39 of 2014 (Thakurganj P.S.Case No. 261 of 2013) pending before the Special Judge, Vigilance Patna.
