Learned counsel for the State submits that the claim of the petitioner with regard to construction of two units of lavatories in 27 schools is a disputed question of fact in view of which the present writ petition is not maintainable. It is further submitted that the petitioner has not complied with the direction of this Court dated 02.02.2015 requiring the production of the relevant document showing recommendation of the School

Patna High Court CWJC No.199 of 2014 (3) dt.27-10-2015 2/2 Education Committee with the C.D. relating to such construction.
