At the very outset, learned counsel for the petitioner, in view of the facts disclosed in the counter affidavit, which indicates that even the panel, which was subsequently prepared, has already been cancelled, he makes a prayer for disposal of the present writ petition. He submits that if subsequently the panel is prepared, it may be indicated that the petitioner may approach the authority concerned. In view of facts and circumstances, there is no
