JUSTICE PURNENDU SINGH ORAL ORDER 19-06-2023 Heard Mr. Ramesh Kumar Singh, learned counsel appearing on behalf of the petitioner and Mr. M.N. Parwat and Mr. Bhanu Prakash, learned counsels appearing on behalf of the respondents.
2. Learned counsel appearing on behalf of the petitioner seeks to file representation before the Chairman, South Bihar Gramin Bank, Patna, Bihar.
3. Learned Senior Counsel Mr. Mahesh Narayan Parwat informs that the record reveals that the deceased was a Messenger posted in the Branch of South Bihar Gramin Bank.

4. Considering the submission made on behalf of the petitioner, this Court directs the Chairman, South Bihar Gramin Bank, Patna, Bihar to look into the grievance of the petitioner.
5. Law is well settled with regard to pension and pensionary benefit that pension is not a bounty. This Court wants to see the generosity of the Chairman in doing justice with the present petitioner considering the fact that no assistance has been provided by Mr. Ramesh Kumar Singh, learned counsel appearing on behalf of the petitioner, who has filed the Vakalatnama on behalf of poor lady namely Hiramani Devi.
6. The Chairman, South Bihar Gramin Bank, Patna, Bihar must consider that no pleading has been raised in the present writ petition. The petitioner being a poor lady cannot be expected to give detail facts relating to her husband. The Chairman, must take benevolence approach in the present case and pass reasoned order taking into consideration the plight of the petitioner that her husband had retired from the post of Messenger and thereafter has also died.
7. The grievance of the petitioner must be redressed within a period of eight weeks in accordance with law without waiting for any representation to be filed on behalf of the petitioner, who is an illiterate poor lady and having no

8. The Chairman, must also communicate to the petitioner, if he desires that she should be represented or she should be present before him in person, on the address mentioned in the present writ petition.
9. With the above observation, the present writ petition is disposed of.
