There is a delay of one year and 142 days. The reasons given in the limitation petition for such delay are not cogent and valid. It is just typical bureaucratic delay and which shows lack of alertness on behalf of the authorities to defend their right.

In view of the same, I.A. No. 7798 of 2013 is dismissed. As a consequence thereof even the appeal is
