State of Bihar & Ors.) which has also been affirmed by the Division Bench of this Court in the judgment dated 24.03.2015 in L.P.A. No. 1491 of 2014 (Bijendra Kumar Singh & Ors. Vs. The State of Bihar & Ors.).
