At the outset, the learned counsel for the Respondent-State has raised an objection to the effect that the beneficiary has not been arrayed as petitioner in the present case and in case, the father of the petitioner is aggrieved by inaction of the respondents in not granting Social Security Pension, he can approach the Block Development Officer, Araria.
