This is a petition for grant of anticipatory bail for offence under Sections 175, 188 and 353 of the Indian Penal Code.

Petitioner was Panchayat Secretary.

Allegation is that he did not provide the service records of the teachers appointed, to the superior authorities. Submission of the petitioner is that the aforesaid fact may give rise to insubordination of the Government servant and no criminal case is made out.
