The petitioner was a P.D.S. dealer whose license came to be cancelled by an order dated 11.04.2016 passed by the Sub Divisional Officer-cum-Licensing Authority. Petitioner's appeal against the said order was dismissed by an order dated 31.05.2016 passed by the District Magistrate, Gopalganj in

Patna High Court CWJC No.11076 of 2021(2) dt.04-03-2022 2/2 Supply Appeal Case No. 14/2016. Against the order of the appellate authority, the petitioner preferred Revision Application giving rise to Supply Revision No. 14/2017 which has also been dismissed by an order dated 28.07.2018. The petitioner in present writ application has challenged the order dated 28.07.2018.

This writ application has been filed apparently nearly 3 years after the order was passed by the Revisional Authority on 28.07.2018. We have carefully perused the pleadings in the writ application which does not disclose any explanation for delay of 3 years in approaching this Court in writ jurisdiction. Considering the fact that the issue in the present writ application relates to licence for running a P.D.S. Shop which was cancelled in April 2016, and the petitioner did not chose to assail the final order passed by the Revisional Authority within a reasonable time after passing of the order, we are not inclined to entertain this writ application on the ground of delay and laches. This application is dismissed accordingly.
