The present writ petition has been filed seeking the following relief:- "a) To issue an appropriate writ in the nature of mandamus commanding the respondents to grant second time bound promotion to the petitioner from the due date.

b.) To issue an appropriate writ in the nature of mandamus commanding the respondents to grant all consequential benefits including salary arrears from the due date.
