JUSTICE CHAKRADHARI SHARAN SINGH ORAL ORDER 24-04-2019 In a pre-emption proceeding under the provisions of the Bihar Land Reforms (Fixation of Ceiling Area & Acquisition of Surplus Land) Act, 1961 the petitioner was a preemptor. His claim of preemption has been rejected up to the level of Commissioner, Darbhanga Division, Darbhanga. The said Section 16(3) of the Act, which earlier existed, has now been repealed with the coming into force of the Bihar Land Reforms (Fixation of Ceiling Area & Acquisition of Surplus Land) (Amendment) Act, 2019.
