2. At the very outset, learned counsel for the respondents invites attention to the Special Bench judgment in 2014 (1) PLJR 695 [The Organizer, Dehri C.D. & C.M. Union Ltd. vs. State of Bihar (Sp. Bench)] and submits that the present writ petition is not maintainable.

3. In view of the aforesaid judgment of this Court, the petition stands dismissed.
