The present writ petition has been filed by the petitioners directing the respondent for payment/remuneration with all consequential benefits to the petitioners, who are working as Nal-Jal Anurakshak under different Panchayat/Village of Tariya Block in the district of Saran, whose long standing payments are due before the respondent authorities.

Learned Counsel for the petitioners submits that the genesis of his demand is Annexure-P/6, i.e., letter No.26 dated 14.08.2024, which was issued from the Principal Secretary of Public Health & Engineering Department, Government of Bihar, to the District Magistrate contained in Memo No.26 dated 14.08.2024. Learned Counsel for the petitioners submits that series of representations have been filed to the concerned B.D.O., but payment has not been made to the petitioners. As such, petitioners have no option but to move before this Court.

4. Learned Counsel for the State submits that a direction may be given to take decision on the representations of the petitioners.

5. It transpires to this Court that genesis of the demand as prayed is Annexure-P/6 i.e., letter No.26 dated 14.08.2024, which is a letter being scanned hereunder:-

6. In this background, respondent No.3, the Additional Chief Secretary, Department of Public Health & Engineering, Government of Bihar, previously known as Principal Secretary, issued letter to all District Magistrates.

In this view of the matter, all the petitioners are directed to file a collective representation before the District Magistrate, Saran at Chapra (respondent No.5) within 30 days from today along with a copy of this order and District Magistrate shall pass a reasoned and speaking order on the representation filed by the petitioners within 90 days from the date of receipt/production of a copy of this order.
