By way of present Public Interest Litigation, the petitioner alleges large scale irregularities in purchase and installation of solar lights.

The State, in its counter affidavit, has admitted the fact that certain irregularities have taken place in purchase and installation of solar lights.

The petitioner has further raised the grievance that though he has filed his representation addressed to the District Magistrate, Nawada, with a copy to the local police station i.e.

Patna High Court CWJC No.16567 of 2015 (5) dt.20-06-2016 2/2 Sirdala Police Station but no First Information Report has yet been instituted.

In view of the nature of allegations, which have been made and not been disputed by the State, we direct the Officer-inCharge, Police Station Sirdala, to register a First Information Report and conduct the investigation properly, impartially, expeditiously and in accordance with law without being influenced by the fact that the direction to register the First Information Report has been issued by this Court.
