JUSTICE AJAY KUMAR TRIPATHI ORAL ORDER 05-10-2015 The writ application is disposed of with a direction upon the Vice Chancellor, B.N. Mandal University, Madhepura that he will constitute a team of honest, upright and fair members who can conduct an inspection of the college in question with due impartiality and submit a report for the University authorities to take a decision on the issue of grant of recognition. Counsel for the petitioner did try to produce certain reports and materials before this Court, but the authenticity of such report can be tested with what is available on the ground and what may be found reflecting the actual state of affairs.
