The petitioner has approached this Court for the following reliefs:- "(a) Salary December-August 2014.
(b) Increment-December 2001-August 2009.
(c) Annual increment-December 1996August 2009. (d) Earn Leave 1996 and 01.04.2007 to September 2007 total 168 days.
(e) Due arrear of time bond promotionApril 1991 to December 1995." This Court would find that the petitioner has never

There is no demand by the petitioner and there is refusal by the authorities, or failure of discharge of any duty/obligation to grant the relief. It is also not a case of refusal by any authority to recognize the petitioner's right, or to grant him relief.
Under the circumstances, and since there is no demand and refusal, the petitioner cannot be permitted to directly approach this Court by invoking writ jurisdiction of this Court under Article 226 of the Constitution of India. The writ petition is disposed of with liberty to the petitioner to approach the authorities for consideration in accordance with law.
