JUSTICE KISHORE KUMAR MANDAL ORAL ORDER 24-11-2015 Having heard the counsel for the petitioner and the Bihar State Housing Board interlocutory application (I.A. No. 9023 of 2015) is allowed. Let the respondents as mentioned in paragraph 2 a of the said application be impleaded as party respondents in the writ application.

Mr. Sanjeev Kumar having argued the matter at some length, states that the application be disposed of permitting the

Patna High Court CWJC No.14375 of 2011 (4) dt.24-11-2015 2/2 petitioner to approach the newly impleaded respondents for grant of certain clarification and thereafter re-approach the Housing Board.

Be it noted that the stand of the Housing Board is that the allotment can be made only through two modes, i.e., by way of lottery and auction. The petitioner does not qualify in any of these two modes.

The writ application is disposed of granting the petitioner the said liberty.
