From the reading of the prayer of the petitioner, it would appear that the petitioner had assailed Notice Inviting Tender (NIT) dated 07.03.2009. Now, after a period of almost six years examining the validity of this impugned NIT will be a meaningless exercise, inasmuch as, either the work has already been completed or the NIT has lost its life.

Be that as it may this writ application has now become infructuous and is dismissed as having become infructuous.
